The ruling in paragraph 2 of your Despatch No.
154 of the 29th. May is to the effect that Mr. P. Jacks, who is at
present performing the duties of the Land Officer as well as those
of the Assistant Land Officer, can only draw half his actual pay as
Assistant Land Officer and, apparently, half the initial pay of the Land Officer. He is thereby placed in a worse position than if he
were acting as Land Officer without performing his own duties as
Assistant Land Officer in addition: for in that case he would draw
half the initial pay of both posts and all his om increments. I
submit, with great respect, that it is hardly logical that an
officer should draw less acting pay for doing more work and I have therefore the honour to suggest reconsideration of your ruling that Colonial Regulation 76 is not applicable to the circumstances of
this case.
